It is not an irritant like tear gas, but an inflammatory agent.  Pepper spray is made to affect mucous membranes (eyes, nose, throat, lungs).  When pepper spray makes contact with mucous membranes, it will cause immediate dilation of the capillaries of the eyes.  This will result in temporary blindness.  It also causes instant inflammation of the breathing tube tissues, which cuts off all but life-support breathing.  Pepper spray will not go bad, expire, or will not deteriorate with age like tear gas.
